"The web site of the Quebec bureau of immigration in Hong Kong contains a number of warnings addressed to immigration candidates so as to caution prudence when working with immigration intermediaries.
They suggest verifying the legal existence of the organisation represented by the intermediary, by insisting on proof and by verifying with proper authorities.
It is however mentioned that the Ministry of Immigration and Cultural Communities does not provide any information on these intermediaries or immigration consultants, namely because such information is confidential and has to do with immigration dossiers.
It is also mentioned that no priority or preferential treatment will be accorded to a dossier of an applicant who retains the services of an immigration intermediary.
For your government, the Ministry of Citizenship and Immigration of Canada requires that an immigration intermediary, in order to be authorized to represent an immigration candidate, be a member of one of the following organisations:
- a professional order of Canadian jurists from a province or territory;
- the Canadian Society of Immigration Consultants (CSIC)- http://www.csic-scci.ca ;
- the Chamber of Commerce of Quebec Notaries.
In addition, a person within to create a recruitment agency and do business in Quebec must be registered with the Quebec Enterprise Registry and must obtain an identification number from Revenue Quebec.
